* .../templates/gerrit_patchset-created.erb: The SSH user and key

positional parameters. Also, the user is a short name not a full

The job was trying to export ENV vars to devstack, but these aren't
passed all the way down. This patch depends on a patch to devstack-gate
which sets the right vars there:

Periodic jobs should not have a check for "branch: master", remove it.
Also, ensure that git is setup properly with adding scm definition.

this adds horizon_error to the indexed log files, which is very
useful in determining how horizon fails, as we get very specific
stack traces.

In solum we are using python-solumclient as a dependent package. But
python-solumclient cannot be added to global requirements as it is not
part of OpenStack. For now just make the requirements gate non-voting.

None of the devstack/tempest/grenade jobs touch gantt at all right now.
Rip all of those jobs out of the gantt config for now.
