We no longer wait for zuul to stop cleanly on its own (too slow with
long queues). Instead we record the queue state, forcefully stop zuul,
do the project renames, start zuul, then reenqueue the previous queue
state.
Document this newer and quicker process in the project renaming doc.

Allow any registered user to edit the topic of any change in
Gerrit.
Topic changes are recorded as review messages, so if people go
crazy with this, it will be apparent.

In spinning things up initially, it has become apparent that there isn't
actually a ton of value in running a full nova-ironic cloud for the bare
metal, and we can just use the bifrost work to do the simple job of
installing the base OS.

This does not include many details, and for good reason. Many of these
things are open questions. I am not sure if we should add a section on
the specific hardware/locations or not, so that is up to date.
The document is written in the present tense, so as we make these things
true, they won't have to be altered. The status section should reflect
how close to reality the documentation is until we implement some of it.

The install_puppet.sh script installs several things needed
by new nodes besides puppet (like pip), so making an
'apt-get install puppet' is not sufficient.
This also matches the behavior from launch-node.py, which leverages
install_puppet.sh to install puppet on new nodes.

For a period of time, we're just going to hold a manually built PPA on
Launchpad for the patched version of vhd-util that dib needs for VHD
images. Document it.

Add ask.openstack.org to openstack-infra. Setup an all-in-one
askbot site based on existing deployment, including apache,
redis,apache solr,postgresql. See askbot.rst for further
details. Refactored to depend on vamsee's puppet solr module.
