Groups-dev portal failed to download the release updates from
tarball.openstack.org/groups site, meanwhile the drush dsd-status tool
reported an update available status. This patch resolves this issue
and site-deploy and site-update executed when the .md5 file downloaded
from tarball site updated. The wget --timestamping options is used
to download the .md5 file in case of remote update only.

Zuul was not picking our jobs after a commit or even a recheck on
solum-specs on gerrit.

doc builds, and flake8 jobs on trusty nodes.

Solum is currently not compatible with Trusty's rabbitmq. While solum
debugs this run their devstack tests on Fedora 20 and run the test on
Trusty as non voting so that the issue can be debugged.

It doesn't work as expected because it depends on the timing of
the vote from the check queue. It's unlikely to ever trigger
on its own unless the check queue is 48 hours backlogged (120-72).
Except now it _is_ triggering in a loop because we stopped doing
freshness checks for -1 votes, so we can have an old jenkins vote
that never gets updated.
