Add stackforge/cookbook-openstack-integration-test as a new cookbook. Once it is
available we will populate the necessary files. Also updated the Gerrit
notifications to include the ops-database, ops-messaging and orchestration
cookbooks which were missing.

At the last design summit, we agreed to use guest agent in Savanna. This repo
will contain the first version (proof-of-concept) of guest agent implementation
for Savanna. It's a first step of unified agents approach implementation.
Separated ACL will be used for early dev / proof-of-concept period.

This repo will contain mostly all configs and scripts that we're using
to setup savanna-ci 3rd party testing. It includes jjb, zuul config
files, slave scripts and etc.

Adds storyboard-webclient to gerrit, zuul, and jenkins. This build
will invoke a local bootstrapper in the project itself that compiles
the needed javascript toolchain, including grunt, node.js and bower.

We have forked gerrit 2.8 and are actively adding small patches to it therefore
change activity should be sent to #openstack-infra channel.

Gantt is the initial name for the split out Nova scheduler.
During the ramp up phase close coordination with Nova is needed, so
we'll start in the Nova channel.
Add URLs for the initial repositories.

Turn back on 'patchset-created' as the number of new changes
have slowed down to a level where not as much noise will
be produced (instead of so much noise it becomes a pain).
