Monty Taylor 5609c50cd5 Move OpenStack branding and launchpad integration.

Launchpad integration and the OpenStack branding files are really
more about the OpenStack specific install of Gerrit than they are
about any installation of gerrit. Both of these are moved to the
openstack_project module.

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack CI infrastructure.

The main entry point is in manifests/site.py.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
