James E. Blair 5b9461b5e1 Move Zuul to its own server. 
Remove zuul from jenkins server.
Remove transitional zuul config.
Add an extra argument to gerrit-git-prep for the git site name, so that it
doesn't have to be the same as the review site.
Serve zuul git repos via apache.

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack CI infrastructure.

The main entry point is in manifests/site.py.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
