In order to test taskflow against various *supported*
sqlalchemy versions while being actively developed it
seems like the best way to do this is to have different
taskflow tox.ini sections and then have jenkins run each
of those environments to make sure sqlalchemy compatibility
is maintained.
To start, just invoke the a small set of variations and if
we later feel the need to invoke more variations we can
easily add these on a as needed basis.
