Jeremy Stanley 7c3bc93097 Temporarily stop running tripleo seed/undercloud

* modules/openstack_project/files/zuul/layout.yaml: Until the
tripleo-ci cloud provider is back online and has nodepool nodes
again, these jobs are just going to be pending indefinitely. Don't
add new jobs for these nodes to the check pipeline for now until
they can be run again. Once the tripleo-ci cloud is back up and
working in nodepool, this can be safely reverted.

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack Project infrastructure.

The main entry point is in manifests/site.pp.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
