Sean Dague bd2fc72d07 make wsme / pecan participate in the gate symetrically

wsme and pecan are now in devstack so we are running with their
git trees in the rest of the gate. We need to quickly put the
symetric gate on their side as well, to ensure that they can't
break us with a git commit that doesn't work on the rest of
OpenStack.

The job definitions are based on what we require of oslo.config
and oslo.messaging.

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack Project infrastructure.

The main entry point is in manifests/site.pp.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
