Monty Taylor ccdc0c7381 Revert "Revert "Update desired virtualenv version everywhere""

Add upgrading of setuptools to prepare-node.sh. We want this
to happen everywhere, and quite honestly I'm not sure I
fully trust trying to get puppet to do it.

This reverts commit 3bc3a11244f4a4e28a4c97feec4987940d0f34cc.

Puppet Modules

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack Project infrastructure.

The main entry point is in manifests/site.pp.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
