Clark Boylan d0f9f21085 Add packages needed for asciidoc jobs.

Fixes bug #1026661

The documentation team is looking to be more flexible with the formats
they support for documentation. One of the new formats they hope to
support is asciidoc. These pacakges are required for that to happen.

These are a set of puppet manifests and modules that are currently being used to manage the OpenStack CI infrastructure.

The main entry point is in manifests/site.py.

In general, most of the modules here are designed to be able to be run either in agent or apply mode.

These puppet modules require puppet 2.7 or greater. Additionally, the site.pp manifest assumes the existence of hiera.
