Monty Taylor eaa74543de Finish updating docs for opendev

The zuul and zuulv3 docs need to be merged, but that seemed like
too much for this. Also, the 3rd party CI doc is out of date, but
in this patch only removed sections that linked to docs or files
that don't exist anymore.

Overview

Planet Venus works by having a cron job which creates static files. In our configuration, the static files are served using Apache.

The puppet module is configured to use the openstack/planet git repository to provide the planet.ini configuration file. To add a blog, propose an update to this file.
