With puppet3 we were install 5.4.2 even though we wanted 5.1.3. Puppet4 is now installing the version we specify (5.1.3); however, if newer versions just work works (which experience says they do) maybe we should just install latest. Change-Id: I63e6bf9cdc1c95e8abdf79492dcc1258ab90bc88
