Remove TODO related to Nova API version

Nova v2.1 API is used in Cinder over 1 year since the commit
Iadd3363265be6c5a8ed46704a712da6c15e2b046 and Nova v2.1 API has
been available since Kilo. So it seems unnecessary to make the
used Nova API version configuable.
