Sean Dague 04794c28b7 pin sqlalchemy to the 0.7 series

sqlalchemy 0.8 beta has hit mirrors, and changes dependencies, thus
breaking jenkins. This pins it to 0.7 series until all the projects
agree to move forward to 0.8.

Fixes bug #1073569
