Jay S. Bryant 441a1c2368 Mark Veritas HyperScale Driver Unsupported

The Veritas HyperScale Driver 3rd Pary CI hasn't
reported in 153 days.  This does not meet the requirements
for Cinder's 3rd Party CI requirements.

As a result the driver is being marked unsupported in the
Stein release and should be removed in the 'T' release if
the problems are not resolved.

Release notes

The release notes for a patch should be included in the patch. The intended audience for release notes include deployers, administrators and end-users.

A release note is required if the patch has upgrade or API impact. It is also required if the patch adds a feature or fixes a long-standing or security bug.
