wangxiyuan 4b6abbb3d2 Fix host and cluster_name filter for snapshot list

Snapshot support "host" and "cluster_name" filters. But
unfortunately, Both of them doens't work for admin users.
Because that they are always poped at db layer.

This patch fixed this issue.
