Eric Harney 7dae430e81 Sync 'report' from oslo-incubator

Needed to fix guru meditation report for Windows.
We landed an outdated 'report' module recently.

Add report.[generators,models,views] to
openstack-common.conf.

Oslo source: c4c7dd28 Updated from global requirements
