Eric Harney 7e5c074351 Add "fast8" tox env

This replicates the run_tests.sh -8 behavior, running
flake8 only on changes made in the last commit and
working tree.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
