
gate-cinder-tox-compliance is broken because run-tox.sh script fails with ".tox/compliance/bin/pip: No such file or directory". This is because we're reusing pep8 venv (envdir tox directive), so .tox/compliance directory never gets created. To fix hat we can simply stop reusing that venv and let compliance tox job create it's own venv. It can be done by removing envdir directive from tox.ini.
