Ken'ichi Ohmichi c3d80818cf Write maximum version of Pike

On Devstack, we need to cap the maximum microversion for each stable
branch after releasing like Ief5e0a1d8842fd1aed2e4493a3ef311b80322c63
This patch writes the maximum version of Pike for Cinder to help
this process.
