Bardia Keyoumarsi f7e9c240dc Volume driver for Coho Data storage solutions

This patch introduces Coho Data volume driver along with unit tests.

Implements: blueprint coho-cinder-driver

DocImpact
Documentation for setting up the Coho driver and enabling it
in Cinder will be provided in a separate patch.
