The test occasionally fails on Python 3.10 and 3.12, although it runs successfully in the local environment. To address this, added a check to determine if the scrubber is already running; if so, it is terminated prior to restoring the image. Change-Id: I016fd55c9a6577e6579cc923ccea74f9c235f75e
