Memcache configuration for Ceilometer is broken

At the moment we use "memcached_servers =
{{ kolla_internal_fqdn }}:{{ memcached_port }}" in
keystone_authtoken for Ceilometer.
This cannot work because we our haproxy service does
not offer memcache, so fix it.
