manila share container name variable is fixed in some places,
but in the defaults directory, manila share container_name variable
is variable. If the manila share container_name variable is changed
during deployment, it will not be assigned to container name,
but a fixed 'manila_share' name.

Many tasks that use Docker have become specified already, but
not all. This change ensures all tasks that use the following
modules have become:
* kolla_docker
* kolla_ceph_keyring
* kolla_toolbox
* kolla_container_facts
It also adds become for 'command' tasks that use docker CLI.

Commit 2f6b1c6890cf7ea6b0dd33ac219646e4dcaf1fd6 changed the way the
cephfs source path was generated and dropped the source path component,
keeping only the list of IPs and ports. This results in failures to
mount cephfs with the following message:
source mount path was not specified
failed to resolve source

Currently we only create the /volumes directory when
using the kolla-ansible bundled ceph. This extends the
functionality to external ceph.

If using the cephfs native backend, when container start the
manila-share process with the manila user, no permissions are
prompted when creating the volume.
One way to solve the problem is to create the volumes folder in
advance in cephfs and modify the owner and group to 42429:42429,
which is manila's uid and gid.
