wrong external URL without https prefix.

This patch allows configuration of the Infoblox
pluggable IPAM driver in neutron [0].
When 'infoblox' is chosen as the driver, an Infoblox
IPAM agent can be started as well. The agent
allows for enhanced DNS capabilities by listening
for neutron and nova notifications.

Openstack is able to simply manage VLAN network on VMware
Distributed Switch.
DHCP agent can provide dhcp offer with vlan tag provided
by OVS.
Both neutron external nic and physical nic of vCenter/
vSphere should be on a vlan trunk port and can communicate
with each other.

By design neutron-server is a central RPC service for all agents (L2
agents, L3 agents, Metadata agents, LB agents, VPN agents, ...).
For a production ready cloud, these variables must be set to a greater
value than 1.

Integrate designate service with neutron to allow instances
and floatingip resolve designate dns.
MDNS service need to be reachable from nova instances
in order to resolve DNS queries.
Added new dns_interface to make this configurable.
Add designate guide.

Horizon and Neutron mistakenly were using keystone_public_url
for authentication. This works without error in deployments
when the internal services happen to have access to the
public network, but it is still wrong. This fails to work
when the internal services can not access the public URLs,
for example when TLS is enabled on the public endppoints.
This patches corrects horizon and neutron to use
keystone_internal_url for auth.

Option `service_provider` is defined in neutron_lbaas.conf, there
is a duplicated config option in neutron.conf, it should be removed
there. Otherwise neutron-server will not be able to start with error:
'Invalid: Driver
neutron_lbaas.drivers.haproxy.plugin_driver.HaproxyOnHostPluginDriver is
not unique across providers'

Use a lower number of workers rather than the default value, which is
equal to the number of the cpu. Otherwise, in a multi cpu environment,
the number of the processes will very high.
In this PS, we use min(5, << number of cpu >>) as the default worker
count.
