Raimund Hook 6804a5a682 Ansible flush_handlers ignores conditional clauses ...

The flush_handlers clause doesn't honour conditional clauses.
Instead, it prints a warning and runs anyway:
[WARNING]: flush_handlers task does not support when conditional
