Jesse Pretorius 89adad1b90 Remove the database creation & messaging tasks from the role

This change removes the database creation and messaging tasks
from this role as the role should expect to be given a database
and message queue.

The test plays have been updated to do the messaging/db tasks
appropriately.

OpenStack-Ansible Designate

This Ansible role installs and configures OpenStack Designate.

This role will install the following Upstart services:

designate-api
designate-central
designate-pool-manager
designate-mdns
designate-sink
