Major Hayden 1cdcff8106 Install EPEL for os_horizon

The horizon role needs EPEL for some packages and this patch
installs EPEL before installing distro packages with yum.

OpenStack-Ansible Horizon

This Ansible role installs and configures OpenStack Horizon served by the Apache webserver. Horizon is configured to use Galera for session caching and Memcached for other caching.
