Jean-Philippe Evrard 53113aa25d Add heat dashboard to horizon

Heat is now a plugin that needs to be enabled in horizon [1].
This uses the same process as the other plugins.

OpenStack-Ansible Horizon

This Ansible role installs and configures OpenStack Horizon served by the Apache webserver. Horizon is configured to use Galera for session caching and Memcached for other caching.
