Adrien Cunin 9cef725fb7 Disable heat dashboard by default

The heat dashboard is now optional in horizon, so
we can enable it in the integrated build if we
have heat nodes.

OpenStack-Ansible Horizon

This Ansible role installs and configures OpenStack Horizon served by the Apache webserver. Horizon is configured to use Galera for session caching and Memcached for other caching.
