Andy McCrae 2ba0473194 Adjust api_url for ironic to use ironic_api VIP ...

This PR changes the api_url setting in ironic.conf to correctly use the
interal URL, for standalone ironic installs.

Previously this used the hosts IP address, which would mean each host
specified it's own IP address causing issues connecting to the ironic
API hosts instead of the conductor hosts.
