The current copyright refers to a non-existent group
"openstack helm authors" with often out-of-date references that
are confusing when adding a new file to the repo.
This change removes all references to this copyright by the
non-existent group and any blank lines underneath.

In this patchset, the iSCSI protocol support is added
to enable Cinder to use iSCSI based storage backends.
Bootable volumes are not supported, only VM attached
volumes are supported for this initial patchset.

Cinder raw cache feature requires internal tenant id be set in
/etc/cinder/cinder.conf, something like:
cinder_internal_tenant_project_id = b7455b8974bb4064ad247c8f375eae6c

This patch get or create if not exist intenal user id and project id, and then
set in cinder.conf

This PS allows the cinder-backup to use a separate ceph backend, you
can add a ceph ip and admin keyring to .Values.backup_ceph so that
cinder-backup can use the new ceph.

This PS adds the local registry image managment to OSH from OSH-Infra.
With this the delta between helm-toolkits in the Repo's is removed,
allowing the toolkit from OSH-Infra to be used and the one from OSH
to be depreciated.

Implemented Kubernetes jobs to drop a database for an OpenStack service
on deletion of Helm chart. This job is configurable to be enabled or
disabled in the values.yaml file for each chart.

Now, openstack-helm support "helm test" function, and It execute rally
container.
Rally also can test Tempest itself, so this fix will be add tempest
test in rally container.

This PS refactors the ceph chart and secret generation process.
The updated chart replaces the existing "bootstrap" chart.
Additionally, Ceph manifests and deployment guides were modified
accordingly.

This commit adds the bootstrap framework to Cinder.
- If volume type already exists do not recreate
- Create volume types as defined in Values.conf.backends
- Create additional volume types defined in Values.bootstrap,
available backends must be defined in Values.conf.backends

This PS moves the container start commands to scripts. This brings
the service into alignment with other ones in OpenStack-Helm, and enables
easier debugging and modifcation of the launch commands for services.

This PS updates the way helm-toolkit functions are named to
reference the full path they are loacted at. This should make
development and debugging easier. Addtionally unused functions
have been pruned as well.
