This PS adds the ability to attach a release uuid to pods and rc
objects as desired. A follow up ps will add the ability to add arbitary
annotations to the same objects.

The tempest utility that is configured here will take a snapshot.
After the snapashot and test run it will delete any resources that
are not in the snapshot.
If a tenant creates a resource outside of the test run it will also
be deleted.
This is something which is not desirable in a live lab.
This patch aims to provide control to the end-user to define how
to perform the final cleanup.

This PS makes to control cleanup action.
If there are FAILED cases, temepest-test returns non-zero code.
_run-tests.sh.tpl exit immediately without cleanup.
if set Values.conf.cleanup.force to true, cleanup is excuted always.

This PS remove change pvc-tempest.yaml from manifests.pvc to
pvc.enabled as there is no manifests enabled value for pvc.
Bug was tempest pod is in pending state as pvc is not found.

As of Rocky, keystone creates a default "member" role upon bootstrap.
This change modifies any references to the manually created
"_member_" role to "member". In a future change, the manualy creation
of this role in keystone can be removed since it will no longer be
needed.

This PS removes the use of the `quote and truncate` approach to
suppress output from gotpl actions in templates and replaces it
with the recommended practice of defining `$_` instead.

This PS adds the local registry image managment to OSH from OSH-Infra.
With this the delta between helm-toolkits in the Repo's is removed,
allowing the toolkit from OSH-Infra to be used and the one from OSH
to be depreciated.
