There are novncproxy and spiceproxy but no option for serialproxy so add to openstack helm

The current copyright refers to a non-existent group
"openstack helm authors" with often out-of-date references that
are confusing when adding a new file to the repo.
This change removes all references to this copyright by the
non-existent group and any blank lines underneath.

This PS adds spice remote console.
User can choose a console by changing console_kind in values file.
Best practice is to select one or the other to run,
so choosing something other than vnc disables the vnc console.
