Verification is added to Cinder volume type creation logic
under Values.bootstrap to make sure the volume_backend_name is
configured in Values.conf.backends.

This is to add support for external ceph cluster as second backend
for cinder.
prerequisite:
- create ceph.conf for external ceph cluster as configmap
- create cinder2 user and keyring on external ceph cluster
- create keyring of user cinder2 as a secret
now point configmap and secret created as prerequisite under
values.ceph_client.external_ceph section
also we need to add second backend under values.conf.backends section
with all the details of external ceph cluster.

The current copyright refers to a non-existent group
"openstack helm authors" with often out-of-date references that
are confusing when adding a new file to the repo.
This change removes all references to this copyright by the
non-existent group and any blank lines underneath.

In this patchset, the iSCSI protocol support is added
to enable Cinder to use iSCSI based storage backends.
Bootable volumes are not supported, only VM attached
volumes are supported for this initial patchset.

During the Queens cycle, Cinder introduced the ability to specify the
backup driver via class name and deprecated backup driver initialization
using the module name. (Id6bee9e7d0da8ead224a04f86fe79ddfb5b286cf)
Legacy support for initialization by module name was dropped in Stein.

This change will support both methods of initialization and leave the
driver defaults enabled for module based initialization (valid through
Rocky images).
This change has been tested using the OSH default Cinder (Ocata) images
and StarlingX images based on master (Train).

Cinder raw cache feature requires internal tenant id be set in
/etc/cinder/cinder.conf, something like:
cinder_internal_tenant_project_id = b7455b8974bb4064ad247c8f375eae6c

This patch get or create if not exist intenal user id and project id, and then
set in cinder.conf

In a jewel version, egrep -c "12.2|luminous" returns "0",
but execution will be error.
So, add pipe and echo command to make a success.

This PS allows the cinder-backup to use a separate ceph backend, you
can add a ceph ip and admin keyring to .Values.backup_ceph so that
cinder-backup can use the new ceph.

This PS fixes the jobs falling into a crash loop state
when upgrading charts.
'kubectl create' command cannot overwrite if a secret already
exists. But 'kubectl apply' command can do it.

The logic for check ceph version in some charts has a code that doesn't
work. This patch check ceph version properly.

The storage_init script in some charts has a code that doesn't work
with older than ceph luminous. This PS allows execution in both ceph
luminous and older versions like kraken jewel.

This PS removes the licence header from rendered output from tiller,
significantly reducing the configmap size of charts deployed to the
cluster.

This PS refactors the ceph chart and secret generation process.
The updated chart replaces the existing "bootstrap" chart.
Additionally, Ceph manifests and deployment guides were modified
accordingly.

This PS add Barbican support, and moves all potentially container
specific logic into the service start script from the api manifests.
Also fixes a permissions issue with the nova-api, which incorrectly
had the NET_ADMIN capability.

This PS moves the container start commands to scripts. This brings
the service into alignment with other ones in OpenStack-Helm, and enables
easier debugging and modifcation of the launch commands for services.
