Pete Birley a6558281a1 Gate: Remove stable helm repo is present to improve build time 
This PS remvoes the stable helm repo, if present, to improve the
build time of patches.

Openstack-Helm-Infra

Mission

The goal of OpenStack-Helm-Infra is to provide charts for services or integration of third-party solutions that are required to run OpenStack-Helm.
