Fix translation jobs following horizon change

Change I38a1c2c3455a10b4852d25f6c39b3c21f5c450fc in horizon broke the translation jobs for dashboard projects, example failure: http://zuul.opendev.org/t/openstack/build/a636f60d416948849d5402de9ae83b1a/ Follow horizon bindep change and install libpcre3-dev to fix it.
