Networking-cisco is branchless and supports multiple versions of
OpenStack. To make sure we don't break that support our master branch
runs tests against multiple version of OpenStack, and we need to make
sure that the tests install the right version to test against.

The irrelevant-files seems to not have been migrated with Puppet
jobs therefore it's best to move them in order to reduce the
churn on infra.

It's uncertain why this was set to non-voting - perhaps a bug
in the migration script. As all the ansible roles in OSA and
related repositories use this as the primary job definition,
we change it to voting and allow each repo to change that
downstream if they wish.

There were some missing required-projects for the functional tests to
succeed. This patches blindly adds requirements like in [1].
As part of migrating legacy jobs this will be revised.
