Old legacy jobs depend on zuul-cloner, so move the role out of our
base job into it. This will discourage non legacy jobs from using
zuul-cloner.

These were supposed to have the cross-test project name templated
in, but the migration script used the variable which means
"the current project" instead. That is always openstack-requirements
for these jobs.

Currently the mapping of the 'functional' to the 'func'
tox environments does not work for Ubuntu Xenial. This
is due to the shell not being set, and the default shell
somehow being 'dash' instead of 'bash'.
This ensures that the shell is properly set for all shell
tasks, but also makes this mapping optional. If the
'functional' tox env is present it will be used - otherwise
it will use the 'func' tox env. This allows all these jobs
to transition if they wish.

These have been moved into the windmill project. For now, we leave
legacy-project-templates entried, until we are ready to do the
project-template dance (this is a larger change).

Use the new v3 native translation jobs.
