Doug Hellmann 100a9a3424 remove constraints arg from pip installation of self in releasenotes jobs

We cannot use constraints when installing the current project because
that makes it impossible to install the source for anything that
appears in the constraints list.

OpenStack Infra Zuul jobs

This repo contains a set of ansible playbooks which are used by the OpenStack project CI system Zuul. It also contains job and project-template definitions for the OpenStack project. You should edit these files to make configuration changes to OpenStack Infrastructure CI.
