Andreas Jaeger 15e7a736ee Use generic stable periodic jobs

Instead of having separate templates for each branch, use a single
template - together with a neutron variant - for the stable periodic
jobs and add the required branch conditions here.

Once this is in, we can use it in project-config.

OpenStack Infra Zuul jobs

This repo contains a set of ansible playbooks which are used by the OpenStack project CI system Zuul. It also contains job and project-template definitions for the OpenStack project. You should edit these files to make configuration changes to OpenStack Infrastructure CI.
