Doug Hellmann 410cc4b457 Use publish-openstack-releasenotes-python3 for python3 release notes

Because publish-openstack-releasenotes is final we need to add a new
job to use when publishing release notes for projects using python 3
instead of being able to just use a variant with sphinx_python set.

OpenStack Infra Zuul jobs

This repo contains a set of ansible playbooks which are used by the OpenStack project CI system Zuul. It also contains job and project-template definitions for the OpenStack project. You should edit these files to make configuration changes to OpenStack Infrastructure CI.
