Monty Taylor 7d38e96a38 Migrate special docs jobs to build-openstack-sphinx-docs

The api-ref, api-guide, deploy-guide, install-guide and
placement-api-ref docs all are just sphinx docs. Update jobs to use the
sphinx base job.

Update relevant files list to include the requirements files used.

OpenStack Infra Zuul jobs

This repo contains a set of ansible playbooks which are used by the OpenStack project CI system Zuul. It also contains job and project-template definitions for the OpenStack project. You should edit these files to make configuration changes to OpenStack Infrastructure CI.
