Jeremy Stanley 8507565646 Use ubuntu-xenial explicitly in py35 jobs

In preparation for switching the base job to ubuntu-bionic which has
Python 3.6 by default and no Python 3.5, be explicit about the
nodeset for py35 jobs so they will continue to work. Also configure
the lower-constraints job to include the py36 bindep profile in
preparation for when it switches nodesets.

OpenStack Infra Zuul jobs

This repo contains a set of ansible playbooks which are used by the OpenStack project CI system Zuul. It also contains job and project-template definitions for the OpenStack project. You should edit these files to make configuration changes to OpenStack Infrastructure CI.
