Add a base job for puppet-openstack-integration

All of the puppet-openstack integration jobs do a thing with zuul-cloner
that the migration script can't detect. It CAN however detect that they
are using the puppet-openstack-integration repo and set the parent.

This repo contains a set of ansible playbooks which are used by the OpenStack project CI system Zuul. You should edit these files to make configuration changes to OpenStack Infrastructure CI.
