Andreas Jaeger f31419e6d3 Update translation and manual jobs ...

Use the new v3 native translation jobs.

Remove all jobs for api-site, security-doc, openstack-manuals that are
in-repo now.

Move openstack-specs-jobs template to project-templates, it does not
include any legacy jobs.
