Samuel Allan c4322d1fa7 Add support for scheduling periodic checks 
If the `schedule` config option is set to a valid cron expression,
the charm will schedule tempest test runs (readonly-quick list)
according to the set schedule.

tempest-k8s

Tempest provides a set of integration tests to be run, in ad-hoc or periodic fasion, against a live OpenStack cluster for OpenStack API validation, scenarios, and other specific tests useful in validating an OpenStack deployment.
