[upstream] Governance - AUC and election activies

This patch first adds to mention the criteria for AUC status
which was first announced by User Committee during Barcelona Summit
and finally landed to User Committee Charter.

Also, emphasizing election activities regarding Board Directors,
Technical Committees, User Committees, and PTLs will imply that OpenStack
governance is made with community activities and votes.
Finding who were elected and reading the candidacy would be meaningful
as exercises.
