KATO Tomoyuki 188b9cf7da Add using IRC client explicitly ...

From Japanese team experience, freenode Web IRC has
max connections restricton from the same IP address.
To avoid to confusion, use local IRC client as possible.

Also, remove #openstack channel to avoid confusion.
